Human Rights Empathy Education Liberty Protection Bill

Empathy is the soul of democracy, nurturing families, public education, ethical businesses, every major world religion, human rights, and the key to climate survival.

The H.E.L.P. Bill amends the Ohio Revised Code by adding the cultivation of empathy and the teaching of the Universal Declaration of Human Rights to Ohio's Academic Standards for grades kindergarten through twelve. Consider the H.E.L.P. Bill model legislation for any state legislature.

A BILL

To Amend section 3301.079(A1b) - Academic Standards and Model Curriculum - Ohio's Revised Code to protect and empower strong, diverse communities of nurturing families’ internationally recognized human rights to freedom of speech and belief and freedom from fear and want, according to the Universal Declaration of Human Rights, K-12.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

Section 1. That section 3301.079(A)(1)(b) of the Revised Code be amended to read as follows:

(b) Empathy is the soul of democracy. The department shall incorporate into the social studies standards for grades four kindergarten to twelve academic content regarding how to cultivate empathy and the original texts of the Declaration of Independence, the Northwest Ordinance, the Constitution of the United States and its amendments, with emphasis on the Bill of Rights, the Universal Declaration of Human Rights, and the Ohio Constitution, and their original context.

HISTORICAL CONTEXT
 
In 1945, after World War II, US President Harry Truman from the Democratic Party appointed Vermont Senator Warren Austin from the Republican Party to serve as the United States ambassador to the United Nations Conference on International Organization in San Francisco. In addition, Truman's Secretary of State recruited 14 USA Civil Society organization members - 11 Rotarians and 3 Lions. The Rotary and Lions Club members made two major contributions to the UN Charter. The first was to change the UN Charter's Preamble opening sentence from "We the Members States of the United Nations" to "We the People of the United Nations." The second was to give themselves a seat at the United Nations by creating the Economic and Social Council, where 80% of the United Nations' humanitarian work is done.
 
Three years later, in 1948, Ambassador Austin cast the YES vote for the United States when meeting in Paris, France. Here's the Preamble language:

H.E.L.P. Expand Empathy and Protect Human Rights with the Rule of Law

Seventy-five years later, Ohio and the United States continue to suffer from an empathy deficit where the rule of law does not protect human rights.

Please consider recommitting yourself to govern with empathy for and responsibility to humanity and protecting human rights with the rule of law in Ohio.
